Check your local running club. In my area, at least 3 have a summer track mile.

If you want to post where you live, you might get suggestions from others who are in the same area.

            Hello, Portland-Vancouver area

A lot of areas have “all-comers” track meets, with a variety of distances, ages, and skill levels. Here are some near you, just from googling. They are typically held only in the summer, so the info in these links is out of date and you’ll need to check back next spring.

I agree with looking at local running clubs, probably should join one if you're interested in competing in the Mile and 400m.  In the right club you'll improve a lot from training and competing with other serious runners.
